Assessment Appeals Assistant

Helps Assessor staff identify missing documents and incomplete fields in assessment appeal submissions, preparing a completeness checklist before review in SBS Portals.

What this assistant does

Find missing items before an appeal reaches staff review

The Assessment Appeals Assistant supports the Assessor’s office at intake. It compares each submission with the office-approved checklist for the relevant appeal type and assessment period, flags missing or unreadable documents, and organizes the packet for staff. It checks administrative completeness, not the merits of the appeal or the appropriate assessed value.

From appeal submission to a prepared review packet

  1. Identify the submission. Read the appeal form and permitted attachments from SBS Portals. Capture the supplied property or parcel reference, assessment period and appeal type. Uncertain record matches or unclear periods go to staff rather than being inferred.
  2. Select the approved checklist. Use the document requirements configured by your office for that workflow. Flag unclear applicability or changes in requirements for staff review; the assistant does not invent filing requirements.
  3. Check fields and attachments. Identify empty required fields, missing forms and supporting documents required by the checklist. Check that referenced attachments are present and readable. Where configured, flag absent signature indicators without treating their presence as proof of authenticity.
  4. Highlight inconsistencies. Compare supplied parcel references, names and assessment periods across the packet. Show conflicting values with their source locations. A mismatch remains a question for staff, not an automatic rejection.
  5. Prepare clarification notes. Produce a requirement-by-requirement checklist and draft a focused request for missing information for staff approval. Keep uncertain items distinct from confirmed omissions.
  6. Recheck and hand off. When additional material arrives, recheck the packet and retain the prior findings. Route the organized documents and unresolved questions to the appropriate SBS review queue. Staff determine official completeness, timeliness and the next procedural step.

Example: a referenced attachment is missing

An appeal form refers to supporting material, but no corresponding file is included. The assistant identifies the reference, marks the attachment as missing and drafts a clarification note. Assessor staff review the finding and decide what to request. Once the document arrives, the assistant checks its presence and readability; staff assess its relevance and evidentiary value.

What staff receive

The review packet contains a submission summary, document inventory, checklist results, source references and outstanding questions. A packet with no detected gaps is ready for staff review; it is not a finding that the appeal is valid, timely or supported by sufficient evidence.

How it works with SBS Portals

Configure access to the approved appeal forms, property references and supporting files. Attach the checklist to the SBS task, prepare clarification drafts and route corrected submissions through the existing workflow. Staff approve external communications and official status changes within their assigned permissions.

Configure around your appeal process

Your office supplies the current checklists, assessment-period rules, allowed information sources and escalation contacts. Test complete, incomplete, conflicting and unusual submissions before deployment. Staff resolve questions about deadlines, representation, jurisdiction and applicable requirements.

Can be configured to

  • Identify supplied property references and assessment periods
  • Select an office-approved appeal intake checklist
  • Flag missing fields, documents and unreadable attachments
  • Highlight conflicting identifiers and assessment periods
  • Prepare a source-linked completeness checklist
  • Draft missing-information requests for staff approval
  • Recheck corrected packets and route them through SBS Portals

Typical workflow

Routine work moves. Exceptions return to people.

Information arrives
Worker reads + checks

What remains human

Assessor staff determine official completeness, filing timeliness, applicable requirements and procedural next steps. Valuation, evidence assessment, appeal merits and outcomes remain with authorized reviewers. The assistant does not recommend assessed values, reject appeals or make eligibility decisions.

The exact boundary is documented, tested, and approved with your team before deployment.
